These stamps were issued by the Royal Mail in January 1994 as part of a book of 10 first-class stamps and 20 stick-on labels featuring children's TV characters, the cover of which depicted Rupert the Bear and Paddington the Bear standing by a post box.  The stamp on the left is the actual postage stamp depicting a scene from "The Ice Dragon" - the note Noggin is holding reads:

I, Nogbad
the Bad
do hereby
promise
to be Good.

The stamp on the right is two additional stick-on labels (see the perforations running horizontally along the middle).
